JJ Banda Extradition Hits Snag As Legal Hurdles Delay Return To Zambia
The extradition of captured former Petauke Central Member of Parliament Emmanuel “JJ” Banda back to Zambia is approaching a snag, Kalemba has learnt from sources close to the process.
Banda, who has been held in Zimbabwe Interpol custody since November 2024, is wanted in Zambia to answer charges of aggravated robbery and attempted murder stemming from a 2015 case.
Banda escaped police custody on August 4, 2024 after jumping through a window at Chipata Central Hospital in Eastern Province, where he was under guard.
Following the escape, Zambia Police placed a K2 million bounty on his head.
He was later arrested in Harare by Zimbabwean authorities with the assistance of Interpol, after being tracked to a flat he was renting in the Zimbabwean capital.
Inspector General of Police Graphael Musamba confirmed at the time that Banda was being held by the Zimbabwe Interpol National Central Bureau pending extradition formalities.
Sources told Kalemba that while both governments are committed to the process, legal and diplomatic formalities have slowed the handover.

- Final diplomatic clearance required before the transfer.
Minister of Home Affairs and Internal Security Jack Mwiimbu previously said Government was keen to bring Banda back and thanked Zimbabwe for its cooperation.
The matter has drawn political reaction.
The opposition Patriotic Front has described the process as an “abduction” and urged Government to follow internationally prescribed extradition protocols.
Government officials have maintained that Banda must face the law and that the charges are not politically motivated.
As of press time, no new date for extradition has been set. Banda remains in Zimbabwe pending the conclusion of legal processes.
Authorities in both countries are expected to issue an update once the outstanding issues are resolved.
